Nineteen of Medvedev's twenty-one victories have been won on hard surfaces
A comeback the Russian player secured his maiden trophy for 882 days with a win over opponent Moutet in the competition championship match.
Medvedev, a ex- world number one, has had a challenging year, managing just one match at the major tournaments and suffering a difficult moment at the American major.
His inconsistency on the tennis tour - and struggles with his serve in specific - caused him falling of the world's top 10 and eventually splitting with former mentor his previous coach.
Now training with Thomas Johansson and Rohan Goetzke, Medvedev has steadily improved in the past month - culminating in a tightly fought 7-5 4-6 6-3 victory over challenger Moutet.
It is Medvedev's initial trophy after the 2023 Rome Masters and first on a hard court from March of 2023.
Success also means the Russian has achieved 21 titles at twenty-one various events.
"This marks the first occasion I'm at a event with my children simultaneously, so to secure a trophy is especially meaningful," said world number 14 Daniil Medvedev.
"This championship is in dedication of my child her name, because the maiden victory I won when my child my daughter was born was for her."
Medvedev, the former major winner, had been defeated in his previous six finals, featuring in the German tournament in the past months.
His defensive strategy and recurring outbursts on court had led commentators to question if his ability to play at the elite level was over.
But the athlete has made changes in the past month, striving to come to the net and play positively, reinforced by an enhanced serving game.
Medvedev fought back from a deficit in the opening set against the challenging opponent, winning four of the concluding five points to go ahead.
Both players swapped breaks in the following set before the challenger, bidding for his maiden professional title, took control to create a final set.
He saved 4 early opportunities in a close final set before the Russian secured a break to fifteen to close out the victory.
Appropriately, he clinched the win with a rally at the net area, with the Frenchman failing to handle a shot after two hours and 38 minutes.
